Housing Programs
 
A community cannot flourish without affordable, adequate shelter for its citizens. As California’s housing prices continue to rise, we work to ensure that all residents have access to the variety of housing options needed to thrive and prosper in Humboldt County. Through our Housing Programs, we strive to see that our neighborhoods are well cared for and maintained.

Striving toward affordable housing for all
Many of our programs are targeted at certain audiences in specific areas within the city of Eureka, and sometimes outside of those boundaries as well. These programs currently include:

Programs for owners of rental properties for economically disadvantaged residents

Low & Moderate Income Housing Fund
Local Loan and Community Development Block Grant Program
Both are targeted at health and safety repairs. Depending on the property type, location, owner and tenant incomes and scope of work, assistance can be granted for exterior repairs, painting, wiring and foundation upgrades.

Small Multi-Family Rehab/Construction Fund
To conduct exterior repairs, painting, wiring and foundation upgrades on properties with 6 or less rental units within a targeted area.

City Wide Rental Loan
Depending on the income levels of tenants, the Agency can provide gap financing for repairs to properties with any number of units throughout the city.

Programs for economically disadvantaged property owners

Rehabilitation Loan Program
Offers financial assistance at below-market rates to low-income property owners.

Paint Up/Fix Up Grant Program
For qualified property owners and landlords, assistance can be provided for badly needed exterior repairs.

First Time Homebuyer Down-Payment Assistance Program
Assists low income residents in realizing the dream of home ownership by providing a portion of the down payment required by lenders.

Other neighborhood improvement programs

Dumpster Program
To encourage the removal of large pieces of
trash and unsightly debris from neighborhoods
and commercial areas, the Agency works in
collaboration with the Eureka Police Department
to place dumpsters in areas that need them.

Demolition Program
Oftentimes uninhabitable buildings remain standing due to cost-prohibitive demolition and dump fees. This program provides grants to demolish designated unsound structures, which improves the neighborhood’s appearance and decreases the risk of fires and public health problems.
